Newsletter 13 - TRREE celebrates its 4th anniversary with recognition of the World Medical Association

Dear Participants, Partners, and Collaborators,

TRREE training program is online since 2009. During the last 4 years, we have developed new modules on informed consent, GCP and HIV Vaccine Testing. The number of national supplements has increased from 4 to 9 countries and a new national supplement for Ivory Coast will be put online in this June with more coming. We have added a version in Portuguese and TRREE will soon be also available in Chinese and Polish. Even more TRREE has been recognized as continuing education program by the Swiss Medical Association and the Swiss Association of Pharmacists, the GCP module being recognized as well by the Swiss Drug Control Agency (Swissmedic) as GCP training for principal investigators.

Yet the work continues. Last year, we conducted a survey among all participants (see newsletter 8). An overwhelming majority of the persons who completed TRREE modules found them informative and useful in your professional or learning activities. Many of you also said to return to the TRREE website for consultation purposes, for example, to review answers provided to certain cases or issues. To this end it was mentioned that a printable version of the modules would be useful. Well, as many of you already noticed all training modules are now available in pdf format in all versions available online.

For TRREE 4^th anniversary we could not dream of a nicer present than the recognition of our training program by the World Medical Association. We received this support together with the designation of the Institute of Health Law of the University of Neuchâtel (coordinating centre of the TRREE initiative) as academic partner of WMA. This is a new motivation for the TRREE team to keep working in developing more modules while improving the quality of the existing program.

An important next step will be the move toward Asia as TRREE is soon going to open a website in Chinese with the collaboration with the National Tsing Hua University from Hsinchu (Taiwan). In collaboration with the European Network of Research Ethics Committees (EURECNET) we are also developing national supplements for Portugal, Poland, Latvia, Lithuania and Romania with more countries interested to join in.

Our next great challenge in the coming months will be to rethink our organization in a way that allows TRREE sustained development at the local and international levels. Contacts are being made with academic partners around the world to improve the integration of TRREE in the basic training of students in medicine and the other healthcare professions as well as the lawyers and the ethicists.

We thank you again for keeping this initiative alive and contributing to its constant renewal. As research ethics and regulation is a living world, TRREE has to keep pace with its development. We look forward to continuing the adventure and wish you all a happy anniversary.

Newsletter 12 - TRREE launches a new module on the ethical and human rights issues in HIV vaccine trials

It is with great pleasure that TRREE announces the launch of a new training module (3.3) on the Ethical and Human Rights Issues in Preventive HIV Vaccine Trials. This project was developed in close collaboration with the South African Research Ethics Training Initiative (SARETI) from the University of KwaZulu-Natal in South Africa, under the direction of Prof. Doug Wassenaar. It was supported by the Swiss South African Joint Research Programme (SSAJRP).

This module is intended primarily for those who design and implement HIV vaccine trials and for those who conduct ethics reviews of trial protocols. It draws upon specialized, dedicated international guidance on HIV vaccine trials as well as relevant ethics and human rights standards.

This module requires prior completion of TRREE Modules 1 and 2.1. The informed consent (3.1) and GCP modules (3.2) on TRREE provide further relevant background material and it is recommended that participants also complete these modules (3.1 and 3.2).

I wish to thank all of those who contributed in the drafting of this module and hope that it will contribute in part to filling a training gap in this field. For the moment it is only available in English, but you can count on us to prepare translation in other languages in a near future. Of course, if you wish to volunteer in this process, every support is welcome. Do not hesitate to contact us.

Newsletter 11 - Update and upgrade of the Swiss National Supplement

The Swiss law on health research is going through an important reform with the adoption in 2011 of the Federal Act on Research Involving Human Beings that should come into force in 2014. Patient’s rights in general have also been revised at the national level with the implementation starting on January 1, 2013 of the new provisions of the Civil Code concerning the protection of the adults and the minors. All those changes requested an update of the Swiss national supplement. It was also a good occasion to upgrade the module taking into account the latest development of the other national supplements on TRREE.

I am therefore happy to announce that the updated and upgraded version of the Swiss national supplement is now available on line. It should prove not only a useful tool for the RECs members and the investigators in Switzerland but also for all those interested to know more in details the Swiss regulation of research involving human participants.

La législation suisse en matière de recherche en santé connaît une réforme importante depuis l’adoption en 2011 de la loi fédérale sur la recherche impliquant des êtres humains (LRH) qui devrait entrer en vigueur en 2014. Les droits des patients en général viennent également d’être révisés au niveau national avec la mise en œuvre depuis le 1er janvier 2013 des nouvelles dispositions du Code Civil concernant la protection de l’adulte et de l’enfant. Ces divers changements requièrent une mise-à-jour du supplément national. Cela constitue également une bonne occasion d’une amélioration de ce module compte tenu des derniers développements des autres suppléments nationaux sur TRREE.

Je suis ainsi heureux de pouvoir annoncer que la version mise-à-jour et complétée du supplément national suisse est à présent disponible sur TRREE. Elle devrait s’avérer un outil utile non seulement pour les membres des CER et les investigateurs, mais également pour tous ceux intéressés de connaître plus en détails la réglementation suisse de la recherche impliquant des êtres humains.

Sehr geehrte Teilnehmer, Partner und Mitarbeiter,

Das schweizerische Recht zur Gesundheitsforschung unterläuft gerade einen wichtigen Reformprozess mit der Annahme des Bundesgesetzes über die Forschung am Menschen im Jahre 2011. Das Gesetz soll 2014 in Kraft treten. Ebenso wurden Patientenrechte auf nationaler Ebene revidiert. Sie sind anwendbar mit dem Inkrafttreten der neuen Vorschriften des Zivilrechts zum Schutz von Erwachsenen und Minderjährigen vom 1. Januar 2013. Die verschiedenen Gesetzesänderungen machten eine Aktualisierung des schweizerischen nationalen Supplements erforderlich. Es war gleichzeitig ein willkommener Anlass die anderen nationalen Supplements auf TRREE auf den neusten Stand zu bringen und letzte Entwicklungen zu integrieren.

Ich freue mich Ihnen mitzuteilen, dass die aktualisierte und erweiterte Version des schweizerischen Supplements jetzt online zugänglich ist. Es wird nicht nur ein nützliches Hilfsmittel für die FEK Mitglieder und Prüfer in der Schweiz sein, sondern auch für die Personen, die Interesse haben die schweizerischen Regelungen zur Forschung am Menschen eingehender kennenzulernen.

Newsletter 10 - Lancement du supplément national du Burkina Faso

Chers participants, partenaires et collaborateurs,

TRREE est heureux de vous annoncer le lancement du supplément national destiné aux acteurs de la recherche au Burkina Faso.

Le projet d’un supplément national spécifique au Burkina Faso a pu être mené à terme sur l’initiative du « Réseau d’Accès aux Médicaments Essentiels » (RAME). En effet, lors d’enquête réalisées entre 2007 et 2009, les faiblesses concernant les capacités éthiques du Burkina Faso ont été établies. La nécessité d’une clarification et d’un meilleur accès au cadre normatif de l’éthique de la recherche ont ainsi conduit le réseau RAME à contacter TRREE pour pallier à cette faiblesse.

C’est avec l’appui de Sidaction France que le projet a pu débuter en 2011. Les bases du supplément national ont été posées par les principaux acteurs de la recherche au Burkina Faso lors d’un séminaire ayant eu lieu à Kodougou en janvier 2012 et sa réalisation a occupé les auteurs toute l’année 2012.

Le module Burkinabè a une valeur particulière pour TRREE. Il est le fruit d’une initiative locale, les fonds ont entièrement été recherchés par les partenaires locaux et le module est le fruit d’une collaboration des acteurs de la recherche du pays. TRREE salue l’ensemble des personnes qui ont permis la mise en ligne de ce supplément national ainsi que ses sponsors.

Nous espérons encore que 2013 ne sera ainsi pas seulement une grande année pour le football Burkinabè mais aussi pour l’éthique de la recherche de ce pays.

TRREE is pleased to announce the launch of the national supplement for the actors of the research in Burkina Faso.

The project of a national supplement specific to Burkina Faso has been completed on the initiative of « Réseau d’Accès aux Médicaments Essentiels » (RAME). Indeed, it is in surveys conducted between 2007 and 2009 that the weaknesses in the ethical capacities of Burkina Faso had been established. The need for a clarification and a better access to the normative framework of research ethics led the network RAME to contact TRREE to overcome this weakness.

With the support of Sidaction France, the project could be concretized. The foundations of the national supplement have been created with the major players in research in Burkina Faso during a seminar that took place in Kodougou in January 2012. The drafting of the module occupied the authors through the all year.

The module from Burkina Faso has a special value for TRREE. It is the result of a local initiative, the budget was raised by the local partners and the module is the fruit of a collaboration of all the actors in research ethics in Burkina Faso. TRREE wishes to thank all those who made the launch of this national supplement possible, as well as sponsors.

Let’s hope that this initiative will inspire other countries

Newsletter 9 – Launch of the TRREE module 3.2: "Good Clinical Practice”

It is with great pleasure that the TRREE team is announcing today, December 19th, 2012, the launch of a new TRREE module: Module 3.2: Good Clinical Practice (GCP). This GCP module is freely available in English, French and German. It adds an important training component for those who develop, conduct or review clinical trials.

Module 3.2 on GCP delineates the basic GCP and regulatory requirements for clinical trials with medicinal products for human use. Due to the variations in rules and laws within the International Conference on Harmonization (ICH) region and other pharmaceutical markets, each section of the module provides references to ICH-GCP, European Union, USA-FDA and the Swiss laws and regulations, setting forth the quality standards for the conduct of clinical trials.

Prior to taking the GCP module, participants should already have some knowledge of research ethics and regulation. In order to ensure that participants this, a set of pre-requisites has been established: Participants will need to have successfully completed TRREE modules 1-Introduction to research ethics, 2.1-Research Ethics Evaluation, and 3.1-Informed Consent. Participants who have already completed these pre-requisite modules, may proceed to module 3.2-GCP by simply following the instructions on the website.

A certificate of accomplishment will be provided to participants who achieve the module with 70% of correct answers on their first try or click. This certificate can be added to your training records as evidence of having successfully completed a Good Clinical Practice course.

The TRREE GCP module is recognized by Swissmedic (the Swiss Drug Agency) as basic training for investigators. The National Health Research Committee of Nigeria has also acknowledged TRREE training for its ethics committee members and investigators.

C’est avec grand plaisir que l’équipe de TRREE annonce aujourd’hui, le 19 décembre 2012, le lancement d’un nouveau module TRREE: Module 3.2 Bonnes pratiques cliniques (BPC). Le Module BPC est disponible en français, en anglais et en allemand. Il apporte une formation importante, et disponible sans frais, pour tous ceux qui développent, effectuent ou évaluent des essais cliniques.

Le Module BPC présente les exigences réglementaires et des bonnes pratiques cliniques de bases applicables aux essais cliniques de médicaments testé chez l’humain. Vu les différences des dispositifs d’encadrement dans les pays de la Conférence internationale sur l’harmonisation (CIH) et d’autres marchés des produits pharmaceutiques, le Module BPC se réfère aux dispositifs suivants qui établissent les normes de qualité dans les essais cliniques : CIH-BPC, Union Européenne, FDA des Etats-Unis, et Suisse.

Avant de débuter ce module, les participants devraient avoir une connaissance de base en éthique et réglementation de la recherche. Ainsi, afin d’assurer ces connaissance de base, le Module BPC a comme prérequis les modules suivants : 1- Introduction à l’éthique de la recherche , 2.1- Évaluation éthique de la recherche, 3.1- Consentement éclairé. Ceux qui ont déjà complété ces modules peuvent immédiatement faire le module 3.2 BPC en suivant les instructions sur le site.

Un certificat de complétion sera fourni à tous ceux qui réussiront le module avec 70% de bonnes réponses au premier essai ou click. Ce certificat compte comme une formation sur les bonnes pratiques cliniques.

Le Module BPC de TRREE est reconnu par Swissmedic (l’agence Suisse du médicament) en tant que formation de base pour les investigateurs. Le National Health Research Committee du Nigéria a également reconnu tous les modules de TRREE comme formation pour les membres des comités d’éthique et les investigateurs.
